Nineteen names

The first chargesheet had 15 names and no IAS officers. The third had 19 names, and six of them were.

The CBI filed its third chargesheet on 2 September. The Hindustan Times reported that it names six Haryana IAS officers among 19 accused. The six, per the reports: Vineet Garg, Pankaj Agarwal, Mohd Shayin, Saket Kumar, Pardeep Kumar and R K Singh. Alongside them were nine other officials and four bankers. The Indian Express put the cumulative position: 37 people chargesheeted across the three filings, 26 of them arrested, 54 searches conducted, and about Rs 20 crore of gold seized.

Two names that were missing

The earlier list of eight had included D K Behera and Mani Ram Sharma. They are not among the six. The Hindustan Times noted a condition on the filing itself: sanction is needed before the court takes cognisance of the offences against public servants. The chargesheet is a document; whether a court proceeds on it against the officers depends on that approval. The sources reviewed do not say why the two were left out, and this file does not speculate.

"First time"

ThePrint's headline was that the case meant six IAS officers will face criminal trial in Haryana for the first time. It is a claim of precedent made by a news outlet, and the word "will" depends on that sanction and on the court. What can be said is that the allegations against serving senior officers now sit in a chargesheet, which they did not in May.

The gold

One detail from the Indian Express's reading of the filing attracted attention: gold coins given to parties. The paper's reporting listed what the CBI says was passed on and by whom. The accused have not, in the sources reviewed, responded to it, and the agency's statement is allegation.

The count

The Tribune's report of the same filing carried the headline numbers, 19 accused including 6 IAS officers, and added the CBI's own statement about scope: the Rs 504 crore of the Haryana case, and Rs 657 crore with Chandigarh. The arithmetic was explained in chapter 18.

That left the bank, and a question it raised itself at the end of September.
