An assembly without every province

Indirect parliamentary selection took place on October 5. The planned assembly had 210 seats, with 140 to be selected through electoral colleges and seventy appointed by the president. An eleven-person higher committee chosen by Sharaa supervised the system. BBC described subordinate committees selecting up to seven thousand electoral-college members across districts, with candidates themselves required to belong to the colleges. The public did not cast a universal direct vote for its legislators. Officials invoked displacement and security conditions. Those constraints were real context, but they did not change the selection method's concentration of authority or settle whether the resulting body would represent people outside the networks controlling its formation. Supporters of the former regime or terrorist organizations were barred, along with advocates of secession, division or foreign intervention. Candidates ran without an established party system. Such restrictions interacted with the declaration's emphasis on territorial unity. A selection mechanism could describe itself as national while excluding some positions on the country's future organization. The relevant question was not whether every political opinion should be accepted without limit; it was how eligibility was determined and whether exclusion could become a means of narrowing opposition. In a transition whose presidency originated in victory, the rules deciding who could enter the legislature were part of the distribution of power, not a technical stage preceding politics. Women comprised about fourteen percent of candidates but won only six seats in the October results described by BBC and the Commons briefing. Christian representation was also very small. An election spokesman acknowledged shortcomings and suggested presidential appointments could compensate. That proposed remedy illustrated the design's dependence on executive discretion. Underrepresented groups could gain seats, but the route to correcting their exclusion would be an appointment by the same presidency already shaping the process. A more diverse final membership could improve who was present without resolving how they arrived or whom they would feel free to challenge. Sweida and Kurdish-controlled northeastern areas did not participate in the main selection. Their absence was more than a logistical omission. It left the assembly's claim to legislate nationally disconnected from regions still disputing the terms of central authority. The Syrian Democratic Council rejected the process as failing to represent the people's will or all regions and communities. Officials tied further northeastern ballots to implementation of the March integration agreement. In effect, legislative inclusion was entangled with the territorial and military settlement. The constitution's representative institution would have to operate while some communities had not accepted the state-building process that supplied its authority. Fighting in Aleppo's Kurdish neighbourhoods accompanied the post-election period. On October 7, the defence minister said he had agreed a comprehensive ceasefire with Abdi after clashes in Ashrafieh and Sheikh Maqsoud. The northeastern administration accused the army of attacking residents; the Interior Ministry said the confrontation followed SDF shelling of checkpoints. BBC preserved both accounts. The disagreement should not be settled by choosing the account best suited to a narrative of successful integration. It showed that even while officials discussed future seats and a national army, operational distrust remained capable of producing violence in mixed urban space.
